What's Paularoo? More importantly, who is Paularoo?
The name Paularoo is a tribute to my parents, Paul and LaRue Kipper, whose lives and values shaped both the person I became and the way I do business.
They didn't just teach integrity — they lived it. Along with my brother and sisters, I was raised to value honesty, loyalty, compassion, empathy, intellectual curiosity, hard work, healthy competition, and the practical wisdom of good Midwestern common sense. Those principles became the foundation of my career and continue to guide every client relationship.
When I founded this firm, I wanted its name to represent more than a business. I wanted it to reflect the values that have guided me throughout my life: serving others with integrity, building trust through honesty, approaching challenges with curiosity, and treating people with fairness and respect.

About Scott Kipper
Scott is a nationally respected insurance regulatory expert, strategic advisor, and policy advocate with more than three decades of experience across government, industry, trade associations, and consulting. Throughout his career, he has built a reputation for integrity, fairness, and the ability to navigate highly complex regulatory and business environments with clarity and foresight.
Scott doesn't simply understand regulation — he has helped shape it, enforce it, and guide organizations through it. That perspective is what makes him a trusted advisor to insurance organizations across the country. As Founder of Paularoo, he serves as a strategic intermediary between regulatory agencies and insurance sector organizations, helping clients bridge policy, compliance, and business strategy in a rapidly evolving marketplace.
Scott's experience spans virtually every side of the insurance industry. Most notably, he served as Insurance Commissioner for the Nevada Division of Insurance, where he directed regulatory oversight of the state's $30 billion insurance industry and led the development, review, and enforcement of insurance statutes and regulations. That experience provided firsthand insight into how public policy is created, interpreted, implemented, and enforced — perspective he now uses to help organizations navigate evolving regulatory and market dynamics.
Scott has worked across Wyoming, Louisiana, Washington, Nebraska, Oregon, and Nevada, collaborating extensively with national trade associations and regulatory stakeholders. This broad experience gives him deep insight into regional regulatory approaches, emerging policy trends, and the practical challenges organizations face across diverse markets.
Known as a trusted boardroom advisor and influential policy advocate, Scott helps organizations translate regulatory complexity into actionable business strategy. Before entering the insurance industry, Scott served as a Division I basketball referee. The experience instilled discipline, decisiveness, and the ability to communicate effectively and anticipate challenges — qualities that continue to shape his leadership today and help him build trust, navigate complexity, and lead with confidence.
